Mann out on bail in Swanson case

    One of three people facing charges in the Annika Swanson kidnapping and murder case is out of jail.
    Chase County District Court Judge David W. Urbom lowered the bail for Russell Mann, 43, of rural Enders, from $200,000 bond or 10 percent cash to a personal recognizance bond of $1,000.
    Mann, who faces felony accessory to kidnapping charges, bonded out Jan. 16. His next court appearance, an arraignment in district court, is scheduled  for 9:30 a.m. Feb. 11.
    Imperial native Kevin German, 24, of Colorado Springs, and Keonna  Carter, 22, of Utah, remain in the Lincoln County Jail in North Platte, with no bail. Both face charges of first degree murder. German is also charged with two kidnapping counts and Carter with one.
    The charges against Mann are punishable by up to 20 years in prison. The charges against German and Carter are punishable by a maximum of life in prison or death.
    The three are charged in connection with the November disappearance and death of Annika Swanson of Imperial, 22, who was reported missing by her father three days before her body was found about five miles south of Imperial.
    German’s arraignment in Chase County District Court is set for 9:30 a.m. Jan. 28 and Carter’s is 10:30 a.m. the same day.
