Chase County Commissioners discuss conditional use permit extensions

    Chase County Commissioners’ held a public hearing to discuss conditional use permit (CUP) extensions during the May 26 meeting.
    Commissioners Jacci Brown, Dennis Kunnemann and Chuck Vette were joined by Bart and Ryan Stromberger and zoning board chairman Shannon Hamilton to discuss changes to the extension process.
    Stromberger had expressed concerns earlier in the year about the Chase County Zoning and Planning Board’s proposed changes.
    Hamilton said the zoning board recognizes a large project can go more than a year, but still believes a project needs to be at least 51% completed, physically and monetarily, to be considered for an extension.
    “When we were asked to define substantial completion, that was only based on what the existing permit said; we had nothing to do with the existing timeline of the existing permit. We were only saying, to get your extension, to be even considered, you have to at least be 51% completed and 51% invested into the project,” Hamilton said.
    He went on to say that under typical guidelines a permit is one year, the zoning board never really considered larger projects.
    Hamilton left the door open for projects to be broken into phases or given a longer time frame, saying permit holders should know their plan and know their budget.
    “One of the problems was holding permits on a property holds other land owners around them to those permits for years, but no progress is made on those permits,” he added. “We don’t want that to happen. You have to have set some type of guidelines.
